Dhaka presence does not automatically mean a Dhaka-only engineering team
Many software providers use distributed delivery. A company can have a registered office, sales team or headquarters in Dhaka while parts of engineering, QA, support or account management operate elsewhere. That is not inherently good or bad, but the buyer should know the delivery map before contracting.
For every finalist, request a named team or at least a role-by-role staffing plan. Record the location, seniority, employment status, expected allocation and working hours for the technical lead, developers, QA, DevOps and product/project management. If substitutions are allowed, define how equivalent seniority and handover will be maintained.
Bangladesh’s software export ecosystem: what overseas buyers should verify
Bangladesh has a substantial export-oriented software and IT-services ecosystem, but market size alone does not tell you whether a particular vendor is ready for an international engagement. In its 2026 industry reporting, the Bangladesh Association of Software and Information Services (BASIS) cited more than 2,700 member companies, export destinations across 104 countries in FY 2024–25, roughly 500 exporting companies and about 300 regularly active exporters.
For an overseas buyer, the practical question is whether the specific vendor—and the team proposed for your project—has repeatable experience with cross-border delivery. Ask for recent international references, contract and invoicing arrangements, working-hour overlap, escalation paths, English-language technical documentation, data-transfer responsibilities, and a clear process for repository, credential and infrastructure handover. A company’s membership in an industry association or participation in an export market can support due diligence, but it should not replace project-specific evidence.

Compare total delivery cost, not a Bangladesh hourly-rate headline
There is no single reliable “Bangladesh software-development rate” that applies to every vendor. Pricing changes with seniority, specialization, team composition, engagement model, security requirements, project uncertainty, support expectations and who owns architecture, QA and DevOps.
For a useful comparison, give shortlisted firms the same brief and ask each for team composition, estimated effort, assumptions, exclusions, third-party costs, change-control rules, deployment responsibilities, warranty and post-launch support. Do not infer security from geography or a certification badge alone. Personal-data projects now need a 2026 privacy-law check
Bangladesh published the Personal Data Protection Act, 2026 on April 15, 2026. If a software project will collect, store, process or transfer personal data, buyers should make privacy responsibilities part of vendor due diligence rather than treating them as a post-launch legal review.
Map what personal data enters the system, where production and backup data will be hosted, which vendor personnel and subprocessors can access it, how access is logged and revoked, what happens when the engagement ends, and which party is responsible for incident response or data-subject requests. For cross-border or sensitive-data workloads, confirm the current statutory and regulatory requirements against the official law and obtain qualified legal advice for the specific deployment rather than relying on a generic outsourcing template.
Government procurement is a separate eligibility question
If your organization is buying for a Bangladesh public-sector project, technical capability alone may not be enough. The Bangladesh Public Procurement Authority operates the national e-Government Procurement system for public procurement activities, including tendering and contract-management processes. - Who owns the repository and cloud accounts? Practical access should match the ownership and exit terms in the contract.
- What pre-existing or third-party components will be used? Record open-source and commercial licensing obligations.
- How is customer data handled? Map environments, production access, backups, subprocessors and incident responsibilities.
- How are AI coding tools governed? Ask which tools are approved, what code or customer data can be sent to third-party models, and how AI-generated code is reviewed and tested.
- What proves relevant experience? Request references or case studies with similar integrations, complexity and operational risk—not just the same industry label.
- What happens if the relationship ends? Define documentation, credential transfer, knowledge transfer, outstanding defects and termination assistance.
How to build a shortlist
Start with three to five candidates that match your project type. Use the same brief and procurement and vendor due-diligence scorecard for all of them. Meet the technical people who would actually work on the project, call relevant references, and consider a paid discovery or pilot when the architecture or scope is uncertain.
