A large enterprise transformation, a custom internal platform, an open-source application and a customer-facing digital product can require very different teams.

Capgemini is a reasonable firm to investigate when software work is tied to a larger enterprise transformation involving cloud, data, systems integration, security or AI. Its current France material includes software-engineering use cases and generative AI for software engineering, while its engineering offerings cover integration and modernization of complex enterprise environments.

Buyer fit: large organizations with multiple systems, complex integrations, long-lived platforms or transformation programs that require more than a standalone application build.

Questions to ask: Which engineers will actually work on the project? Where will they be based? Which architecture decisions remain with your internal team? What source code or proprietary data may be exposed to AI-assisted development tools?

2. Sopra Steria — critical systems and enterprise digital delivery

Sopra Steria positions itself as a European provider of consulting, digital services and software development. Its 2026 France recruitment plan specifically emphasizes developers, architects, AI, cybersecurity, cloud and systems engineering, while its Digital Innovation Factory material covers cloud-native applications, DevSecOps, APIs, containers and continuous delivery.

Buyer fit: enterprises and public-sector organizations modernizing critical systems, building cloud-native services or combining software engineering with broader transformation work.

Questions to ask: Is the engagement managed delivery, augmentation or a hybrid? Who owns release quality and production incidents? What engineering work is performed in France versus other delivery locations? What documentation and handover are included?

3. Smile — open-source and business application engineering

Smile is especially relevant when open-source technology is central to the project. Questions to ask: How much of the proposed solution is custom software versus platform configuration? What licenses create ongoing vendor dependence? Which integrations are included? Who owns monitoring, upgrades and support after launch?

ACCENSEO is a smaller Paris-based consultancy focused on IT strategy and custom software development. Its current service pages cover custom applications, solution integration, cloud, hosting, cybersecurity and ongoing maintenance, making it useful to compare against larger providers when direct access to a focused engineering team matters.

Buyer fit: organizations that want a Paris-based custom-software partner for business systems, integrations, modernization or cloud-connected applications without automatically defaulting to a very large consultancy.

Questions to ask: Who will be assigned to your work and what happens if team capacity changes? Which comparable projects can be referenced? How is architecture documented? What support, on-call coverage and transition assistance are available after launch?

How to compare French software development proposals

Give each shortlisted vendor the same business context and ask for comparable responses. A useful procurement comparison should include:

  • Scope: assumptions, exclusions, dependencies and acceptance criteria.
  • Actual team: named roles, seniority, employment/subcontracting model and delivery locations.
  • Architecture: who owns major technical decisions and how those decisions are documented.
  • Security: access control, secrets handling, code review, dependency management, security testing and incident response.
  • AI governance: which coding assistants or models may interact with your code or data, and what human review is required.
  • Commercial model: fixed price, time and materials, dedicated team, managed delivery or a paid discovery phase.
  • Ownership: source code, repositories, cloud accounts, documentation, designs, data and pre-existing vendor components.
  • Support: warranty, production support, service levels, maintenance and upgrade responsibilities.
  • Exit: repository access, credentials, documentation, knowledge transfer and termination assistance.

France, GDPR and software procurement

For systems processing personal data, buyers should determine whether the vendor is acting as a processor, what data it can access, which subprocessors are involved, where data is hosted or transferred, how deletion and retention work, and what security measures are contractually required. GDPR obligations can affect architecture, logging, support and vendor access—not just the privacy policy.

If a project includes AI features, the EU AI Act may add separate obligations depending on the system and how it is used. For example, Article 50 transparency obligations for certain AI systems began applying on August 2, 2026. Do not rely on a software agency to make the legal classification alone; involve qualified privacy/legal teams where the use case could be regulated.

NIS2 and cyber requirements: as of September 2026, ANSSI still describes France’s NIS2 transposition as being finalized and encourages future covered entities to prepare now. Buyers in affected or security-sensitive sectors should therefore ask software vendors about vulnerability management, privileged access, logging, incident escalation, backup and recovery, subcontractor risk, and evidence that security controls are actually operated. ANSSI’s current NIS2 guidance and Référentiel Cyber France provide a useful reference point without treating draft French requirements as already enacted.

Cloud and sensitive workloads: where a buyer needs a high-assurance cloud environment, ask whether the proposed hosting service is qualified under ANSSI’s SecNumCloud framework or whether another requirement applies. SecNumCloud is designed to identify trusted IaaS, PaaS and SaaS offers meeting demanding technical, operational and legal criteria; it does not automatically make the application running on that cloud secure. Treat hosting qualification, application security and operational controls as separate checks.

French public-sector projects: procurement route, competition requirements, contract terms and reporting obligations can depend on the buyer and contract value. Public buyers should confirm the applicable procedure before treating a commercial software proposal as procurement-ready. France’s Direction des Affaires juridiques continues to publish current public-procurement threshold and transparency guidance, so vendors should be able to support the required tender, security, invoicing and documentation process where relevant.

Local France team or distributed delivery?

A French office does not necessarily mean the engineers assigned to your project are located in France. That is not automatically a problem: distributed delivery can provide specialist skills and broader support coverage. The procurement issue is clarity.

Ask where the named team will work, how much working-hour overlap you will have, which entities or subcontractors will access your code and data, which law governs the agreement, and whether production support is provided from the same location as development.

  2. Which comparable projects can you discuss with references?
  3. What is explicitly excluded from the estimate?
  4. Which delivery locations and subcontractors will be involved?
  5. Who owns the source code, repositories, cloud accounts and deployment assets?
  6. How do you manage secure development, dependencies and production access?
  7. Which AI development tools may interact with our code or data?
  8. How are testing and acceptance criteria defined?
  9. What support and maintenance are included after launch?
  10. What does an orderly transition to another provider look like?

Bottom line

There is no single best software development company in France for every buyer. Capgemini and Sopra Steria are reasonable firms to investigate for large enterprise or complex transformation work; Smile is particularly relevant for open-source and business-application projects; SQLI fits digital-platform and customer-experience delivery; and ACCENSEO offers a smaller Paris-based custom-software option.

Use that shortlist only as a starting point. The final decision should depend on the actual proposed team, relevant references, architecture approach, security, AI governance, ownership terms, commercial model, support and exit plan.
