Tehran office vs actual engineering location

A Tehran address does not automatically mean every engineer assigned to your project works in the same office or even within Iran. That is not necessarily a problem, but the delivery model should be explicit before contracting.

Ask each vendor to identify the named team, role and working location of each key contributor; whether staff are employees or subcontractors; expected working-hour overlap; who can access production systems; and where repositories, build pipelines, cloud environments, backups and project documentation will be hosted.

Do not compare these firms on a headline hourly rate alone. A cheaper rate can become a more expensive project when architecture, QA, DevOps, documentation, security and post-launch support are excluded from the scope.

For U.S. persons and organizations subject to U.S. rules, the U.S. Treasury’s Office of Foreign Assets Control (OFAC) Iran sanctions page is the starting point. OFAC incorporated the former General License D-2 internet-communications permissions into 31 CFR § 560.540 in May 2024. Those permissions cover specified communications-related services, software and supporting cloud services; they should not be read as blanket authorization for an ordinary custom-software outsourcing, payment or hosting arrangement.

Before signing, confirm the legal status of the buyer, vendor, beneficial owners, payment route, banks, hosting providers, source-code access, software exports and any controlled technology. Use qualified sanctions/export-control counsel when the transaction crosses jurisdictions. Data access and security

Do not assume that a local office or local hosting arrangement answers the data-protection question. Build a data-flow map showing what information developers can access, where production and backups are located, which subcontractors can reach sensitive systems, and which third-party cloud or AI services receive project data.

For sensitive projects, require least-privilege access, named accounts, MFA, repository controls, credential rotation, logging, secure development practices, incident-response responsibilities and a written process for removing vendor access at the end of the engagement.
