Bangkok office does not always mean Bangkok engineering

Thailand and Bangkok searches often mix local software houses with regional consultancies, global providers and distributed teams. A Bangkok address can be valuable for workshops, local contracting and time-zone overlap, but it does not prove that every engineer is based in Thailand.

Ask each finalist to name the project roles, employment model and working location. If local delivery matters, put the requirement in the RFP and contract. If distributed delivery is acceptable, compare how the vendor manages handoffs, access control, support coverage and communication across locations.

How Thailand’s PDPA affects software procurement

Thailand’s Personal Data Protection Act (PDPA) matters when a software vendor can access personal data, production databases, logs, support records or other information covered by the law. Do not simplify this into a blanket claim that all data must remain inside Thailand. Cross-border transfers have their own requirements and safeguards, and the correct treatment depends on the data, parties and transfer mechanism.

Before development starts, document who acts as controller or processor, what personal data developers can access, where production and backups are hosted, which subprocessors or cloud services are used, who can access production from outside Thailand, how incidents are reported, and whether AI coding or model providers can receive source code or customer information.

AI is now a visible part of Thailand’s software-development market. Current Bangkok providers increasingly advertise AI agents, workflow automation, AI-enabled enterprise systems and AI-assisted engineering. That makes it important to separate a useful capability from a marketing label.

Before approving AI-assisted delivery, ask the vendor to document which coding assistants, foundation models, agent frameworks and external AI services may touch your project. The contract or security schedule should make clear whether source code, prompts, production data, customer information or internal documents can leave your approved environment; what those providers retain; and who can authorize a new AI service during the engagement.

Government software procurement has different requirements from a normal private-sector purchase. Thailand uses the Comptroller General’s Department electronic government procurement system, commonly known as e-GP.
