Verify before hiring: do not rely on portfolio scale alone. Ask for a proposal tied to your exact architecture, named delivery team, testing responsibility, infrastructure ownership, security controls, support model and exit plan.
4. Singsys

Local office vs actual engineering location
One of the most important procurement questions in Singapore is simple: where will the people building your software actually work?
A Singapore entity or office can be valuable for contracting, meetings and accountability, but it does not prove that all engineering is performed locally. A distributed model is not inherently worse; it simply changes what the buyer should verify.
- Which roles are physically based in Singapore?
- Which roles are delivered from other countries?
- Are engineers employees, contractors or subcontractors?
- Who has access to source code, customer data and production systems?
- What time-zone overlap is guaranteed?
- Who owns architecture, QA, DevOps and incident response?
Singapore PDPA and offshore delivery
Singapore’s Personal Data Protection Act does not create a blanket rule that all personal data must stay inside Singapore. The Personal Data Protection Commission’s Transfer Limitation Obligation requires organisations transferring personal data overseas to meet prescribed requirements so that transferred data receives a standard of protection comparable to the PDPA.
That matters when a software vendor uses an offshore engineering team, overseas cloud region, external support desk, subcontractor or AI provider. Before work starts, map:
- what personal data developers can access;
- where production and backup data are hosted;
- which subprocessors receive data;
- what environments are available to developers;
- how test data is created or anonymised;
- how credentials and secrets are protected;
- how incidents and deletion requests are handled.
For regulated industries, contractual or sector-specific controls may add further requirements. Buyers should evaluate the rules that apply to their actual project rather than assume that every Singapore software engagement has the same data-location requirements.
Government, cybersecurity and public-sector procurement
Singapore’s GeBIZ is the government’s one-stop e-procurement portal, where public-sector invitations for quotations and tenders are published and suppliers can access tender documents and submit bids. Suppliers responding electronically must register as GeBIZ Trading Partners, while some opportunities can also require Government Supplier Registration when the tender notice or documents specify it.
A Singapore office therefore does not establish procurement eligibility by itself. Buyers and suppliers should verify the exact registration, evaluation, security, contractual and submission requirements for the specific opportunity rather than assume one public-sector route fits every software purchase.
Cybersecurity should also be part of vendor selection. In its April 7, 2026 software supply-chain advisory, Singapore’s Cyber Security Agency warned that third-party packages, build automation, APIs and development tools can become attack paths into internal systems. For material software projects, ask vendors how they control dependencies, CI/CD access, package installation, secrets, privileged developer access, code review and software-bill-of-materials or equivalent dependency records where appropriate.
Singapore’s amended Cybersecurity Act also expanded regulatory oversight from October 31, 2025, including updated requirements for Critical Information Infrastructure and additional classes of regulated systems. That does not mean every software buyer or vendor is regulated under the Act. Buyers operating critical or otherwise designated systems should confirm whether project-specific cybersecurity duties apply and ensure contracts cover incident reporting, provider-owned infrastructure, access control, continuity, audit evidence and handover responsibilities.
How to compare Singapore software-development proposals
Do not choose a vendor from a country-wide hourly-rate table. Compare proposals for the same scope, assumptions and risk.
- Delivery team: named technical lead, engineers, QA and DevOps roles.
- Architecture: who owns solution design and important technical decisions.
- Commercial model: fixed price, time and materials, dedicated team or paid discovery.
- Scope clarity: assumptions, exclusions, integrations, migration and non-functional requirements.
- Security: access controls, vulnerability management, secrets, environments and subprocessors.
- Ownership: source code, repositories, cloud accounts, domains, data, documentation and deployment pipelines.
- Third-party IP: open-source and commercial licences, pre-existing vendor components and restrictions.
- Quality: code review, automated testing, acceptance criteria and release process.
- Support: warranty period, maintenance scope, service levels and incident responsibilities.
- Exit: documentation, credentials, knowledge transfer and transition assistance.
Ask how AI coding tools are governed
AI-assisted software development is increasingly common, but procurement should focus on governance rather than marketing claims. Ask each vendor:
- which AI coding tools are approved;
- whether customer code or data can be sent to external models;
- how generated code is reviewed and tested;
- whether model/tool terms affect IP or confidentiality;
- how sensitive repositories can opt out of AI-assisted workflows.

The best software development company in Singapore is not simply the vendor with the largest portfolio or the strongest marketing claim. Build a shortlist around your actual delivery model, product complexity, security needs, data access, ownership requirements and support expectations.
