Updated September 8, 2026. Turkey can be a practical software-development market for buyers looking for engineering teams with strong Europe/Middle East time-zone overlap, but company type matters. A SaaS vendor, gaming studio or e-commerce platform is not automatically a suitable outsourced development partner.
This guide focuses on five firms with clear software engineering or technology-delivery capabilities: OBSS, Softtech, Codeventure, Innova and Etiya. It is not an absolute ranking. Use it as a shortlist for deeper due diligence based on your project, team model and risk requirements.

Verify before contracting: the exact seniority mix, whether the proposed engineers are employees or subcontractors, who owns architecture decisions, how code review and automated testing are handled, and whether the quoted team is dedicated to your account.
2. Softtech
Softtech focuses on digital transformation and software technologies, with offices in Istanbul and Ankara. Its public case studies show work across financial services and customer-facing digital platforms.
Buyer fit: banks, fintechs, insurers and enterprises where domain knowledge, integration discipline and operational reliability matter as much as feature delivery.
Verify before contracting: whether your project will use a dedicated team or shared delivery pool, what security and release controls apply, how incident support works after launch, and which systems or integrations remain your responsibility.
3. Codeventure
Codeventure is based in Istanbul and presents a delivery process covering planning, UX/UI, web and mobile development, cloud technologies and deployment. Its public stack includes technologies such as React, Node.js, PostgreSQL, MongoDB, Docker and cloud services.
Buyer fit: companies seeking a smaller product-development partner for web applications, mobile products, MVPs or custom internal systems.
Verify before contracting: who the senior technical lead will be, how many projects each engineer works on simultaneously, what automated testing is included, what happens when requirements change, and what support period is included after production launch.
4. Innova
Innova operates from Turkey with multiple offices and R&D locations. Its public materials position the company around enterprise technology, software, integration and digital transformation.
Buyer fit: larger organizations with complex integrations, enterprise platforms or transformation programs involving multiple systems and stakeholders.
Verify before contracting: the delivery boundary between custom engineering, systems integration and third-party products; who owns integration testing; which milestones trigger acceptance; and how changes to scope are priced.
5. Etiya
Etiya develops customer-management, automation and AI-enabled platforms and also delivers digital-transformation solutions, particularly for telecom and enterprise environments.
Buyer fit: telecom, customer-experience and enterprise transformation programs where packaged platforms, implementation services and AI-enabled workflows may be part of the same engagement.
Verify before contracting: which capabilities are custom-built versus licensed products, recurring licensing costs, implementation ownership, data portability, API access, configuration limits and what happens if you later move to another vendor.
How to choose a software development company in Turkey
Do not choose on company size or a portfolio logo alone. Ask each shortlisted vendor to respond to the same requirements so you can compare like with like.
- Named team: request the proposed technical lead, seniority mix and expected allocation before signing.
- Delivery location: confirm where developers, QA engineers and DevOps staff will actually work. A Turkish office does not guarantee the whole team is in Turkey.
- Commercial model: compare fixed-price, time-and-materials and dedicated-team models against the uncertainty in your scope.
- Source code and IP: state who owns repositories, designs, documentation, infrastructure code and reusable components.
- Testing: define unit, integration, regression, security and performance testing responsibilities.
- Support: agree response times, severity levels, warranty period and production-support fees before launch.
Data protection and cross-border delivery
If the vendor will process personal data, include Turkey’s Personal Data Protection Law (KVKK) in due diligence. The Personal Data Protection Authority defines responsibilities for data controllers and processors and sets rules for international transfers. Article 9 was amended in 2024, so cross-border development or hosting arrangements should be reviewed against the current transfer mechanism rather than relying on an old contract template.
Ask where production data, backups, support logs and analytics are stored; who can access them; whether developers use real customer data in non-production environments; and what deletion process applies when the contract ends.
Cybersecurity and supplier risk in Turkey
Turkey’s Cybersecurity Law No. 7545 entered into force on March 19, 2025. For buyers in public-sector, critical-infrastructure or security-sensitive environments, vendor due diligence should cover more than a generic security certificate. Ask how the supplier handles vulnerability reporting, privileged access, logging, incident escalation, subcontractors, dependency risk, secure development, backups and recovery, and whether any project-specific certification or authorization requirements apply.
Public-sector procurement in Turkey
If you are buying software for a Turkish public body, check the applicable procurement route before treating a commercial proposal as procurement-ready. Turkey’s Public Procurement Authority operates EKAP, the Electronic Public Procurement Platform, which supports electronic tender, offer, evaluation, notification and approval workflows. Buyers should verify tender eligibility, required documents, e-signature or registration requirements, security conditions, acceptance criteria and the contract terms that apply to the specific procurement.
AI-assisted software development
If a supplier uses coding assistants or generative AI, ask for a written policy. The important questions are whether proprietary code or confidential requirements can be sent to third-party models, whether generated code is reviewed by engineers, how licenses are checked, and how security issues introduced by generated code are detected.
Outsourcing model: what buyers should compare
Turkey and Istanbul are often evaluated for outsourced and nearshore delivery because teams can overlap well with Europe and the Middle East. The practical comparison is not the city label but the delivery model: dedicated team versus shared pool, seniority mix, English-language communication, sprint ownership, documentation standards, staff replacement terms and notice periods.
Also verify how frequently assigned engineers change, who retains architectural knowledge, and what handover process applies if key staff leave. A low blended rate is not useful if continuity and documentation are weak.
RFP checklist before you sign
- Describe the business outcome and major integrations, not only the feature list.
- Ask each vendor to identify assumptions and exclusions in its estimate.
- Request the exact team structure and replacement process.
- Define repository ownership and access from day one.
- Specify security, privacy and data-location requirements.
- Agree acceptance criteria for each milestone.
- Define incident support, warranty and ongoing maintenance separately.
- Include handover documentation and an exit plan.
